org.el (org-outline-regexp): Turn into a defvar.

`org-outline-regexp' ought to be a defconst but is let-binded
in some places -- e.g. see the macro `org-with-limited-levels'
and this produces misleading warnings.

Thanks to Matthew Sauer for reporting this.
